Cameroon Imposes Significant Penalties on Telecom Giants Orange and MTN

In the bustling world of telecommunications, giants like Orange and MTN often dominate the market, wielding immense power and influence. However, recent developments in Cameroon have shown that even the biggest players are not immune to regulatory scrutiny and consequences.

The Cameroonian Telecommunications Regulatory Agency (ART) made headlines by imposing fines amounting to nearly 4 million euros on the local subsidiaries of Orange and MTN. These penalties were not arbitrary but were the result of thorough inspections that uncovered serious deficiencies in service quality and compliance with regulations.

During inspections conducted in April and May 2024, ART discovered troubling issues with both Orange and MTN. Orange Cameroon, in particular, was found to have coverage rates below the required thresholds, a critical aspect of providing reliable telecommunications services to the public. Additionally, the agency highlighted malfunctions in the unsubscribing process for certain services, which infringed upon consumer rights, leading to a hefty fine of approximately 2.44 million euros for Orange.

On the other hand, MTN Cameroon faced a significant penalty of 1.52 million euros for its shortcomings in coverage and service quality. These fines are not just financial burdens but also serve as a wake-up call for these telecom giants to prioritize and enhance the quality of their services.

Both Orange and MTN, representing French and South African interests, respectively, hold a dominant position in the Cameroonian market, collectively controlling over 80% of the telecommunications sector. Despite their market dominance, criticisms regarding service quality have persisted, highlighting the disconnect between consumer expectations and the reality on the ground.

The telecommunications landscape in Cameroon is of significant importance, given the crucial role digital technology plays in the country’s economic and social development. Access to reliable and efficient telecommunications services is not just a luxury but a necessity in today’s interconnected world.

The fines imposed by ART are not isolated incidents but are part of a broader trend of regulatory actions aimed at ensuring that telecommunications operators uphold standards and meet the needs of their customers. In May 2023, a total of 9.15 million euros in fines were levied against all operators in the market for similar infractions. ART’s decision to impose these significant fines is not just about financial repercussions but also about setting a precedent for the industry. By enforcing these sanctions, the regulator aims to send a strong signal to all operators that continuous improvement in service quality is non-negotiable.
