Pakistans Struggle with Explosive Casualties: A Deep Dive into the Impact of Armed Violence

In 2024, Pakistan found itself grappling with the grim reality of being ranked as the seventh most impacted country by explosive weapons, according to a report by the UK-based NGO, Action on Armed Violence (AOAV). The report sheds light on the devastating toll of armed conflict, revealing that 790 civilians fell victim to explosive incidents, resulting in 210 fatalities across 248 recorded events in the nation.

Despite a marginal 9% decrease in casualties compared to the previous year, the rise in incidents by 11% painted a concerning picture of the security landscape in Pakistan. Among the 15 most affected countries and territories in 2024, Pakistan’s placement at the seventh position underscored the severity of the situation.

Non-state actors emerged as the primary perpetrators of harm, accounting for a staggering 76% of civilian casualties. Particularly alarming was the role of the Balochistan Liberation Army (BLA), which was responsible for the deaths and injuries of 119 civilians in Pakistan during the year. The BLA’s prominence as one of the leading non-state users of explosive weapons in 2024 highlighted a troubling trend in asymmetric warfare tactics.

Of significant concern was the drastic 440% increase in civilian casualties attributed to the BLA, marking a concerning escalation in violence compared to the previous year. The prevalence of unknown non-state actors, responsible for 54% of civilian casualties, added a layer of complexity to the security challenges faced by Pakistan.

Suicide bombings, a brutal hallmark of modern conflicts, were exclusively carried out by non-state actors in Pakistan. The BLA’s involvement in a significant portion of these attacks, resulting in 89% of civilian casualties from such incidents, underscored the group’s lethal capabilities in orchestrating mass violence.

The year 2024 witnessed a disturbing surge in both incidents and casualties, reaching a peak not seen since 2014. This unsettling trend, with the second-highest number of civilian and armed actor casualties in recent years, pointed to a deepening crisis that demanded urgent attention and strategic interventions.
