Transformation of Argentine Federal Security Forces

The Argentine government has embarked on a significant overhaul of its federal security forces, formalizing comprehensive reforms that will reshape the roles and functions of key agencies. Through a series of decrees published in the official gazette, President Javier Milei, along with Guillermo Francos and Patricia Bullrich, announced sweeping changes aimed at modernizing and professionalizing law enforcement entities to meet evolving security challenges effectively.

“By reforming the organic laws governing these forces, we are equipping them with the necessary tools to operate efficiently in today’s complex security landscape,”

stated President Milei during the announcement.

The reforms extend to several integral agencies including the Argentine Federal Police (PFA), National Gendarmerie (GNA), Argentine Naval Prefecture (PNA), Airport Security Police (PSA), and Federal Prison Service (SPF). Each agency is expected to submit proposals for regulatory adjustments within the next 90 days to address any necessary changes identified during this transformation process.

**Empowering the National Gendarmerie**

Under Decree 454/2025, which approves the new statute of the National Gendarmerie, significant enhancements have been introduced. The force will now have jurisdiction in cyberspace to combat cyberterrorism in addition to its traditional role in border areas. Moreover, it is authorized to engage in international missions, safeguard embassies, and bolster its investigative and intelligence capabilities by accessing public and private databases.

“Incorporating cyber capabilities into our operations is crucial for staying ahead of modern threats,”

remarked a high-ranking official from the National Gendarmerie.

**Revamping the Argentine Naval Prefecture**

Modifications outlined in Decree 457/2025 redefine the mission and functions of the Argentine Naval Prefecture under Law No. 18.398. The Prefecture’s expanded responsibilities now include maritime security services such as Navigation Security Police, Prevention of Pollution from Ships Police, Maritime Security and Protection Police, Judicial Police tasks, as well as administrative oversight over navigation activities.

“In fulfilling its regulatory duties, efficiency and adherence to international best practices are paramount considerations for the Navy Prefecture,”

emphasized an expert on maritime law enforcement.

**Enhancing Airport Security**

Decree 456/2025 introduces structural changes impacting personnel regulations within the Airport Security Police. In addition to conventional duties, airport police will now play a pivotal role in ensuring state security within airport jurisdictions while also providing supplementary internal security services as requested by national authorities. This includes taking primary responsibility for transportation safety besides preventing crimes against aviation security through proactive investigations guided by legal frameworks set by national security policies.

“Our focus is on preemptive measures backed by sound intelligence analysis to protect critical aviation infrastructure,”

explained a senior official from Airport Security Police.

**Modernizing Federal Prison Service**

Finally, Decree 455/2025 replaces existing norms governing Argentina’s Federal Prison Service with an emphasis on optimizing operations while enhancing inmate living conditions and staff welfare. The aim is professionalization through improved working environments alongside upholding prisoner rights within a refurbished efficient service framework aligned with contemporary standards.

“The transformation seeks not only operational efficiency but also respects human dignity within correctional facilities,”

noted a spokesperson from the Ministry overseeing prison services.

As Argentina embarks on this ambitious restructuring journey across its federal security apparatuses—from land borders to cyberspace—it underscores a strategic shift towards agility and readiness amidst evolving domestic and global security landscapes.
