Sebastián Urra Palma’s tenure as the national director of Gendarmería came to an abrupt end on Wednesday, July 9. The day began with his official photograph at the annual meeting of the Network of Penitentiary Academies, attended by 20 countries from Latin America and Europe. However, he knew that he would have to vacate his position of three years and two months later that day. The controversy surrounding his approval of his brother’s transfer, Sergeant Marcos Urra Palma, led to an urgent meeting at the Ministry of Justice. Before leading the penitentiary meeting, Urra admitted his mistake, offered his resignation, and it was agreed that he would step down by the end of the day. It became evident that Gendarmería could not be led by someone whose commitment to probity was in question.

The alarms first sounded on Thursday, June 3, when inquiries were made at the Ministry, prompting a meeting between Urra and Subsecretary Muñoz. Although there was no formal complaint at the time, it was decided to gather information on the issue. As public scrutiny intensified, Urra was once again summoned by the Minister and Subsecretary, causing him to delay attendance at the Senior Non-Commissioned Officer Day ceremony. He was given 12 hours to provide an explanation, and even though he responded promptly by initiating an investigation, the situation escalated. By Monday, it was decided that the Defender General, Verónica Encina, would oversee the investigation to determine any irregularities. Concerns arose about an error in the electronic signature on the transfer decree. Despite this, given the internal turmoil within the institution, it was deemed untenable for Urra to remain as director.

Following a meeting with Colonel Rubén Pérez Riquelme, the acting director, Minister Gajardo accepted Urra’s resignation to prevent further disruption to institutional operations. The Minister confirmed that Urra had been involved in administrative acts leading to his brother’s transfer, a violation of the Organic General Law of the State Administration and the Administrative Statute. The investigation would proceed, and potential sanctions could still be imposed. The acting director praised his predecessor’s work and pledged to continue implementing existing policies, emphasizing dedication, discipline, and responsibility among staff nationwide.

Tulio Arce, the former Gendarmería director, supported Urra’s resignation, stressing the importance of administrative probity in public service. He highlighted the need for consequences when such principles are breached, especially by senior officials. Arce criticized Urra’s insular management style and lack of engagement with former directors’ insights, noting weaknesses in his administration. Similarly, Deputy Juan Manuel Fuenzalida deemed Urra’s actions unacceptable and necessary for his departure, although he criticized the government’s delay in addressing the issue. Fuenzalida emphasized the importance of exemplary leadership within Gendarmería and urged the appointment of a qualified successor.
